The mission of the Utilities Department is to serve our community with an administrative process for establishing and maintaining water, sewer, and garbage services.
Customer Service Program
The Department will carry out its mission through a high quality “Customer Service Program" that offers a variety of payment methods and options by customer-oriented employees during 8 a.m. to 4:30 p.m. Monday through Friday excluding the City of Goliad holiday schedule. A drop box located at the front entrance of City Hall is also available.
Bills for water, sewer and garbage services are mailed to each customer on or about the first day of each month and said bills are due by the 12th of said month, payable at:

Customers not paying their bill by 5 p.m. on the 21st of the month will then be charged a $25 service fee.
Payment in full must be received before 5:00 p.m. on the 25th to prevent services from being disconnected. Disconnect is the 26th of the month. If services are disconnected, a $35 reconnect fee will be due in addition to the utility bill, ten-percent late charge and service fee.
As a reminder, if payment due date falls over the weekend or a holiday you can pay bill online or put in the drop box at City Hall to avoid late fees or disconnection.
A utility deposit of $100 shall be assessed each customer ($150 for commercial accounts) before water, sewer, and/or garbage service shall be provided. Such deposit will be retained by the city until such time it is applied to a delinquent city utility account, applied to a final bill, or refunded to the customer upon final disconnection of service and proper closing of their account that has a zero balance.
Utility deposits can be made cash, check, money order and as of 5/15/2020 accepts credit cards for deposits
